As Human Resource Director, Rhonda Barbosa creates and executes the human resources to cultivate an inclusive, engaged high-performing culture that attracts and retains top talent. She leads all aspects of Jefferson Lab’s Human Resources functions, which includes organizational development, talent management and acquisition, benefits and compensation, employee relations, leadership and staff development, immigration, science education and outreach, as well as diversity, equity and inclusion. She manages a diverse staff of HR and Educational professionals who are delivering progressive HR services across the laboratory.
In addition, Barbosa is tasked with both leading and partnering with senior leaders in developing and implementing a lab-wide human capital strategy that optimizes organizational performance to achieve the organization’s vision and mission.
As the Ethics Officer for Jefferson Lab, Barbosa is also responsible for ensuring employee concerns and ethics issues are appropriately addressed, escalated and reported.
Barbosa joined Jefferson Lab in 2007 after having served as Vice President for Human Resources at Virginia Air Distributors in Richmond, Virginia, where she was responsible for the development of strategic plans and delivery of an array of human resource services.
Her extensive career in human resources has ranged from small privately owned companies to Fortune 500 organizations. Barbosa’s HR background involves all areas of human resources, with an emphasis on strategic leadership, talent recruitment, organizational development, performance management, and employee relations.
Barbosa has a bachelor's degree in social work from Christopher Newport University and a master's degree in human resource development from George Washington University. She is a Development Dimensions International Certified Facilitator and also has her Professional Human Resources Certificate (PHR) from the Society of Human Resources Management.
